Plan Changes

This document is a working document and can be updated at any time.  The local EMS Council would need to submit a Plan Change Request cover letter with the requested changes.  Please know that sometimes this process can be a quick; however if it involves anything to do with verification, designation and / or Regional Patient Care Procedures, the process can take longer.  So if you anticipate any changes in your community, please work with your local EMS Council and provide data and to support your change request.  If you have any questions regarding this process, please feel free to contact the North Region Office or one of its Regional Council members.

Regional Plan Development

North Region is made up of five (5) local EMS councils.

1.       Island County EMS Council (Meets Quarterly)

2.       San Juan EMS Council (Meets Bi-Monthly)

3.       Skagit County EMS Commission (Meets Monthly)

4.       Snohomish County EMS Council (Meets Monthly, except summer months)

5.       Whatcom County EMS Council (Meets Quarterly)

This component of the trauma system represents local interests, and assists in the establishment of the development of the trauma system as a grass roots effort. North Region EMS & Trauma Care Council is supported by a performance grant from the State DOH office and is charged with developing the regional plan, regional patient care procedures, prevention and public education programs to address regional injury problems, etc.

Regional Contracts

In accordance with RCW 70.168, the Department of Health, Office of EMS and Trauma Prevention contracts with the eight Regional EMS and Trauma Care Councils in Washington state to provide funds for regional assessment, planning, and implementation of EMS and trauma system building activities. Contracting is done on an annual basis (each state fiscal year, July 1 through June 30).

Development and Clinical/Operational Activities

The scope of work outlined in regional contracts is divided into two (2) components:

1.       Development activities encompass the review, development, and implementation of regional patient care procedures and mutual aid agreements

2.       Assessment of the regional EMS communications system

3.       Participation in local and regional disaster planning

4.       Facilitate communication among facilities and DOH on issues regarding trauma designation

5.       Coordinate and implement training for volunteer EMS personnel

6.       Assessment of the region’s prehospital services and support for local EMS councils

The clinical/operational contract activities include:

1.       Assessment and prioritization of regional injury prevention/public education (IPPE) needs

2.       Implementation of appropriate IPPE programs

Regional Council Membership

Each regional council is comprised of volunteer members representing all areas of the EMS and trauma system:

1.       hospital

2.       prehospital

3.       local EMS councils and local government

4.       law enforcement

5.       communications

6.       consumer

Council activities are coordinated and administered by regional administrators and/or office managers, trainers, and injury prevention specialists.

The mission of North Region EMS is to promote a coordinated region-wide system.
The System shall provide quality, comprehensive, and cost-effective emergency medical and trauma care to individuals in Island, San Juan, Skagit, Snohomish, and Whatcom Counties.
